Implementation

Program Preparation—
Following policy direction and program guidelines from DepEd Central, DepEd-ARMM identified several implementing schools, one per province.

—A Program Orientation and Planning Workshop was undertaken to mobilize the school personnel in implementing the program according to agreed rules and regulations. A Regional Implementation Guide was developed and was informed from the consensus reached during this workshop.

School Operation—
Following the Regional Implementation Guide, implementing schools will organize the first batch of enrolees for the SPS.

—The SPS operation will be led by the School Principal. As the implementation progresses and additional sections and year levels are added into the SPS, it maybe necessary to designate a separate School SPS coordinator to manage it on a daily basis.

—School Leadership is a critical ingredient for success. School head (and the School SPS Coordinator) plays leadership, managerial and motivational roles.

—The implementing schools will continue to offer the regular K to 12. In addition to the regular curriculum, the SPS will have sports focus – Athletics and swimming are required for all, and the school based on its capacity will offer additional three (3) team sports and five (5) individual and dual sports.

Class Management
—There is a maximum number of students per SPS class. Implementing school is only allowed to offer a maximum of two (2) classes per level.

—Physically, the SPS class maybe arranged differently from a regular class, i.e. use of tables to promote group work, rather than individual chair or desk; outdoor session even for core subjects.

Division Supervision
—To quality assure that the implementation of the SPS is in accordance with this Regional Implementation Guide.

—To undertake progress monitoring relative to program implementation - —Student Performance and Progress,
—Teacher Development and Effectiveness, —School Leadership and Management and —School Participation and Performance.

Division Technical Assistance
—The Division Supervisor shall provide technical assistance to the implementing school; gGuide the School Head/Coordinator in managing the program; influence the academic teachers on how to support and complement sports in academic classes; serve as a resource for the teacher-coaches on sport standards, improving coaching skills and in handling student-athletes and lead the school in liaising with local agencies and organizations to access facilities and equipment not available in school.

Regional Policy and Resource Support
—Policy Direction - Guided by the SPS national policy and guidelines, the DepEd-ARMM adopts the Regional Implementation Guide to assist implementing school in adapting and adopting the SPS suited to the regional context.

—Resource Support - Aside from the explicit logistical support from DepEd Central, the Regional Office shall explore ways to provide additional resource support to the implementing school, to include exploring additional teacher deployment, preference in infrastructure allocation and rehabilitation, additional monthly operating funds, access to teacher-coach training and participation in invitational games and competitions.

Regional Technical Assistance
—All sport programs and activities in the ARMM is steered and coordinated by the Regional Sports Coordinating Office (RSCO) under the Office of the Regional Governor.

—The RSCO will support the DepEd-ARMM Special Program in Sports (SPS) through the following: (1) Mentoring the teacher-coaches; (2) Technical assistance to school, division and regional coordinators on sports management and quality assurance, and; (3) Liaising with national sports bodies and organizations for training and accreditation, participation in invitational and competition and other activities that will enhance capacity and confidence of the Implementing School(s).

National Policy and Resource Support
Policy Support – The Department of Education has issued DepEd Order No. 46, s. 2012, which states the policy guides in the implementation of the special curricular programs in the high school levels.

—Resource Support – DepEd came up with a Program Support Fund (PSF) to improve the quality of teaching and performance of talented secondary school students under the SPS. Fund utilization is reflected in DepEd Order 15, series 2014.
