Standards

School Qualifications
The school must be a regular high school that has the capacity to implement and sustain the program in terms of trained teachers, facilities, and equipment.

A track record in winning in sports competitions at the division and regional levels for the past three years.

The standard equipment and facilities of the selected sports being offered by the school or available with in the community and that the school can use, as contained in the physical facilities manual and International Specification.

SPS Curriculum Design
—Offers the K to 12 Basic Education program for junior high school (Grades 7 to 10) with additional focus on sports development. Special Program in Sports shall form a separate section/class from the regular class program.

Pedagogical Principles/Standards
—Pedagogy: Constructivism is the foundational pedagogy in the K to 12 Program. This implies learner-centered instruction, assessment and supervision.

—Performance Level: Students enrolled under SPS are expected to be at the “approaching” proficiency level in their academics, thus with the high independent learning ability and self-driven.

—Sport Proficiency: SPS students are expected to be “proficient” in their chosen sports.

—Required Sports: Athletics and swimming are required sports activities.

—Selected Sports: Each student is expected to choose at least one team, one dual and one individual sports for the duration of their studies.

—Sports Competition: SPS students are expected to be involved in sports invitational or competitions, local or otherwise, as integral part of their development, subject to operational standards of DepEd-ARMM on these competitions.

—Flexible Learning Options: SPS students are expected to continue their academics even while on competition. Flexible learning options shall be open and explored to suit the circumstances.

Student Admission
  1. Age and Nationality - Open to all Filipino high school-aged students. 
  2. Potential and Experience - Have potentials/skills in more than one of the school sports offered; and participated in sports competitions. 
  3. Multi-task - Easily able to juggle academics with sports practice. 
  4. Physically fit to undertake sustained and intensive sports regiment.
  5. Parental support – Expression of moral and resource support to assist the student go through the rigors and simultaneous demands in his or her academic studies and sports activities. 
  6. Good Behavior – Prospective students should demonstrate sportsmanship, respect for authority, capacity to engage in team and dual sports, demonstrate discipline in individual sports and positive disposition in balancing academic and sports.
Documentary Requirements
  1. Birth Certificate (NSO-certified) to determine age and nationality of the prospective students. 
  2. Athletic Certification from the elementary school principal , specifying sports involved in. 
  3. Form 138 (with an Approaching Proficiency level in PE. and Developing level in any subject).
  4. Medical Certificate administered by a government physician.
  5. Parental Consent stating that the student may undergo rigid training in specialized sports. 
  6. Certificate of good moral character by the elementary school principal.
Performance Assessment
—DepEd Order No. 31, s 2012 (Policy Guidelines on the Implementation of Grades 1-10 of the K-12 Basic Education Curriculum Effective School Year 2012-2013)

—DepEd Memorandum No. 158, s. 2011 (Pilot Adoption of Standards-Based Assessment and Rating System at the Secondary Level for School Year 2012-2013).

Retention and Promotion
—Individual Performance Assessment - There shall be a pre and post-performance profile of every student-athlete per sports event every school year.

—Absences - Must not incur absences of more than 20% of the total number of school days.

—Annual check-up - Be physically and mentally fit as evidenced by a medical certificate.

—Good conduct - Exhibit good behavior at all times.

Honors and Recognition

—Sports Excellence - A gold medal shall be awarded to the most outstanding student per specialization at the end of the school year. 

—Academic Honours - A separate set of honour students shall be selected for the Special Program in sports.
—For purpose of honors ranking and computing Grade Point Average (GPA), the breakdown is 60% sports and 40% academics.

Teacher Requirements
The qualification for Academic teachers in the SPS is the same as those in the regular program. 

The basic qualifications for the recruitment of teacher-coach/teacher-trainer are as follows:
  • —Education - Bachelor’s degree holder, major in Physical Education or Sports Science
  • —Experience – Satisfactory sport track record (training, coaching, actual playing) with VS performance for the last two years.
  • —Accomplishment – Winning coach for a year at least in the division level. 
  • —Good Moral Character – Unquestionable integrity and commitment to promote sports and adhere to the principle of sportsmanship and integrity. 
—Specialization: Teacher-coaches for the SPS shall be consistent with the sports offering of the school.

—The teaching load shall be determined by the Principal and in accordance with RA 4670 (The Magna Carta for Teachers).

Development Fund
—Developmental fund of Five Hundred Thousand Pesos (500,000.00) to augment their regular maintenance and Other Operating Expenses (MOOE). Implementing schools are expecting to abide by the allowable expenditure and standardized liquidation process. In the ARMM and in view of the number of Implementing Schools, this developmental fund shall be rotated among them annually.

—Non-eligible expenditures: Operation expenses such as utilities (water, electricity, janitorial and security services) funded from regular MOOE; capital outlay items such as, computers, etc; and major repairs of equipment.

—Eligible expenditures: Student development activities such as training, workshop, participation in DepEd-approved festivals and competitions; procurement of sports supplies, uniform and instructional materials in the different sports areas; training of teachers and administrators on relevant topics in sports; and participation of teachers in DepEd-sponsored scholarship programs, professional upgrading of teachers including enrolment in a master’s degree program in sports.

Monitoring and Evaluation
—The primary objective of monitoring and evaluation shall be to steer the implementing schools towards the stated program vision and objectives.

—Monitoring and evaluation tools, activities and schedule shall be progressively develop within the year by the concerned school, and division, the Regional Office and ARMM SPCO.
